Special training for consular officers preparing for their foreign service was organized by the Ministry of Interior: trafficking in human beings in focus

For the fourth time in as many years, a targeted training programme for consular officers was organized within the framework of cooperation between the Ministry of Foreign Affairs and Trade and the Ministry of Interior, on 6 August 2019 this year.

Hungary primarily is a country of origin and transit from the point of view of trafficking in human beings, with numerous Hungarian nationals becoming victims typically in Western European countries.

Under Government Decree No. 354/2012. (XII.13) on the identification order of victims of trafficking in human beings both public authorities and non-governmental organisations shall identify and record assumed victims of trafficking in human beings. The Government Decree establishes the authorities responsible for the identification and management of victims and the system of cooperation between the bodies involved in the process. Section 1 (1) of the Government Decree defines consular officers as ’authorities’ also, responsible for due identification of victims of human trafficking.

The purpose of the annual training is to widen relevant knowledge of diplomats and prepare them to effectively identify and refer Hungarian nationals who fell victims to human trafficking in abroad.

The program includes presentations of expert representatives of the Riot Police – National Bureau of Investigation, the Ministry of Justice, the National Crisis Management and Information Telephone Services, the Budapest Office of the International Organization for Migration (IOM), the Ministry of Human Resources – Chance for Families 2005 Foundation, and the Ministry of Interior, year by year.
